    New cellular and molecular biological approaches are revolutionizing biomedical research, and are already greatly contributing to our understanding of problems that are fundamental to radiation protection . This revolution opens new avenues for a successful research programme relevant to the protection of human populations against the adverse effects of ionizing radiation . Through its 3rd Framework Programme the Radiation Protection Research Action of the Directorate General for Science, Research and Development of the European Communities has taken a major lead in this area of research (Nuclear Fission Safety Programme 1990-1994, Radiation Protection Research Action 1992-1994 (1994) Technical Description of Scientific Projects, EUR 15238 (CEC, Luxembourg)) . There is every reason to believe that the application of these new techniques in biology will continue to resolve outstanding uncertainties, particularly those associated with cellular reponse and cancer risk at low doses and dose-rates .
