Abstract
Climate change is a driver for the increasing number of hydrometeorological extreme incidents and emergencies. To try and address these and other issues, the United Nations member states adopted three landmark agreements in 2015: the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement on Climate Change and the Sustainable Development Goals. This chapter considers the tools for public health risk management in relation to hydrological extreme events and what preparedness and response processes are needed in view of climate change for these hazards. It addresses what are the hydrometeorological hazards; shares summaries of the World Health Organization (WHO) International Health Regulations and the WHO Health Emergency and Disaster Risk Management Framework, which emphasises the critical importance of prevention, preparedness and readiness, together with response and recovery, to save lives and protect health. Case studies are used to illustrate the principles described.
